Resumen
This technical research work analyzed the implementation of an Emergency Plan Technical Proposal and the determination of the magnitude of the explosion & fire in an Emergency Plan and determination of the magnitude of explosion & fire in storage tanks of petroleum products (GLP and DIESEL) applying the Seveso normative, Probit and Messeri methods at the Sodirec processing plant. An analysis of the current situation of the existing storage tanks was carried out, which allowed to evaluate and identify the existing risks by applying the following methodologies: Seveso, Messeri, Probit. Within the analysis it was verified that the plant's petrified fuel storage tanks are 100% destroyed due to the overpressure exerted during the processes. Among the damages to be considered are: irreparable damage, collision, roof blowing off, and it was determined that personnel are affected by pulmonary hemorrhages ranging from 20% to 90%. One of the parameters analyzed was the infrastructure of the storage tanks, where there is evidence of serious damage to the walls of the tanks, roofs blown off, damage to the iron framework, possible breakage of the diesel tanks causing spills, and fire, with an average of 80 to 90% of material damage inside the plant, by establishing the respective zones that are exposed to explosions of the GLP tanks, through the domino effect by using the Seveso regulations, which is based on the criterion that the greater the distance, the lesser the aftermath. It is recommended the implementation of the technical safety management for risk that is granted by the Ecuadorian Institute of Social Security and the Ministry of Environment.
