In this systematization, we identify milestones and alternatives of the public policy in
the process of updating the sociocultural component of the Development and Territorial
Planning 2014 - 2019 of Pedernales canton, province of Manabí. This paper aims to
provide evidence to influence the construction of cultural policies, local planning and
social participation in the allocation of participatory budgets, and methodologies of
cultural policies taking into account the particularities of the territory.
After learning the lessons of this paper, a process of dialogue and socialization is
required because that will generate collective learning to be able to participate in the
construction of public policy in Pedernales canton. During reconstruction and
interpretation of the experience, we have researched primary and secondary sources. The
primary sources are under public domain, stories such as Development Plan and
Territorial Planning (PDOT) of the Municipal Decentralized Autonomous Government of
Pedernales, a guide for the formulation of PDOT (2011), Organic Codes and Laws,
Municipal ordinances, minutes, resolutions, among others, to be detailed accordingly.
Secondary sources such as workshops, testimonies of social leaders and dialogues with
actors and civil society organizations were also accessed.
In this document, the experience is presented in a chronological, critical and
interpretive way of the experience of updating the socio-cultural component, which is
mainly based on Development Plan and Territorial Planning 2014-2019. It will also
evaluate boundaries such as inconsistencies in the application of the legal norm, the lack
of methodological processes, and how that weakness affects participatory planning,
insufficient deliberation which compromise citizenship´s consensus and decision-making.
