Resumen
The purpose of this degree work is to describe the experience of participatory construction of the public policy of family strengthening in the municipality Cascales (Sucumbios Province), with aims at determining and analyzing the lessons learned in the experience, to contribute in the development of similar processes. The axis around which this systematization process rotates is the citizen participation in the formulation of public policies, axis that is identified and analyzed in the four phases of the public policy cycle, executed in the systematized experience. For which, the five-step systematization methodology proposed by Oscar Jara was used: the starting point; the initial questions; the recovery of the lived process; background reflection and the arrival points, analyzed from a qualitative perspective with hermeneutical approach. Semi-structured interviews were applied to three people who actively participated in the experience. One of the main lessons that this experience leaves is the process of active participation of the inhabitants of the municipality of Cascales, which gave impetus to the identification of the problem, the setting in the agenda, the construction of the policy and the decision-making to implement the public policy built participative.
