La gestión ambiental se define como la conducción, dirección, control y administración del uso de los sistemas ambientales, a través de determinados instrumentos, reglamentos, normas, financiamiento y disposiciones institucionales y jurídicas. Se considera, por lo tanto, como un proceso de articulación de acciones de los diferentes agentes sociales y actores económicos que interactúan en un espacio o territorio dado (Mateo, 2002).
