Manual de procedimientos del área de administración de salarios del Instituto Costarricense del Deporte y la Recreación

Abstract

The “Instituto Costarricense del Deporte y la Recreación” is a semi-autonomous institution created under Law 7800 with the objective of promoting and supporting sports and recreational activities throughout Costa Rica. This project is carried out in the Human Resources Administration Unit, specifically in the Salary Administration Area, where all the functions are related to the payment of salaries, social guarantees, deductions, settlements, calculation of professional career points are performed and others. Due to the importance of the functions carried out within the area, it is necessary that their activities are made out automatically, to guarantee the best performance when working out them. Therefore, this project objective is to update the procedures manual used by the person in charge of the area. This manual, has lagged procedures in the way in which the tasks and resources implemented are carried out, in addition, many of the products within this are no longer performed, so it has also been chosen to include the new procedures, elaborating them from scratch. Each procedure included in the new manual has been subjected to a thorough analysis, under the Quintilian Hexameter tool, which facilitates the preparation of the new proposal, considering aspects about its name, objective, activities, frequency, location, responsible, etc. This investigation has two volumes, in the first one takes the general aspects of the organization, theoretical and methodological aspects, and the analysis of the procedures, as well as conclusions and recommendations for the institution. The second volume, considers the proposal itself, which includes the procedures in its four dimensions (identification, description, flow diagram and forms) with the improvements indicated already applied.
