Evaluación al cumplimiento de estándares, legislación ambiental y aplicación de la Norma chilena oficial ISO 14001 versión 2004, para el convenio CONAF-División El Teniente

Abstract

CODELCO División El Teniente. por más de cien años de operaciones. centra sus trabajos en la explotación de la mina subterránea de cobre más grande del mundo. generando principalmente cobre refinado y molibdeno. Este proceso extractivo genera una gran cantidad de residuos. principalmente relave. los cuales han sido depositado en los embalses Barahona, Maitenes y Carén, este Último actualmente en uso. EI Convenio Ambiental CONAF - División El Teniente, por otra parte. nace por la necesidad de llevar a cabo un manejo ambientalmente responsable de la minera. Es así como este convenio ha logrado recuperar más del 50 o/o de los suelos degradados por efecto del procesamiento extractivo del cobre, en la VI Región. Las actividades llevadas a cabo por este Convenio implican entre otros aspectos reforestación de suelos degradados. como medidas de reparación y compensación. ubicando a los trabajadores en cuatro campamentos. Actualmente Ia División se encuentra adherida al sistema de gestión ambiental NCh-lSO 1400112001. Debido a este compromiso voluntario. las actividades desarrolladas por el Convenio Ambiental CONAF - División El Teniente deben cumplir con los objetivos de cumplimiento de la legislación vigente y mejoramiento continuo. Se realiza un diagnóstico a los campamentos para observar el estado de cumplimiento de Ia legislación. encontrando oportunidades de mejoras en todos ellos- siendo lo más destacado el abastecimiento de agua potable de los campamentos. Se recomiendan y efectúan medidas en el corto. mediano 1'largo plazo" orientadas al mejoramiento de los campamentos. De esta manera, se logra realizar en pate, una extensión del compromiso ambiental voluntario adquirido por División El Teniente hacia todos los organismos participantes del proceso extractivo del cobre.

For over a hundred years of operation, CODELCO El Teniente Division centers its lvork on the exploitation of the biggest copper underground mine in the world, generating principally refined copper and molybdenum. This extracting process generates a great amount of waste, mainly tailing, which has been put in the Barahona, Maitenes and Carén dams. The latter is in use at present. The Environmental agreement CONAI-EI Teniente Division, on the other hand, arises from the need to carry out an environmentally responsible management of the mining company. Thus, this agreement has recovered more than the 50"/o of the degraded soil by the copper extracting process in the 6th region. The activities carried out by this agreement imply among othets, reforest¿tion of degraded soils, as a means of repair and compensation, placing the workers in four camps. At present, the division is part ofthe environmental management system NCh-ISO 14001/2004. Given this volunteer commitment, the activities developed by the CONAF-EI Teniente Division environmental agreement must accomplish the objectives of meeting the current legislation and continuous improvement. A diagnosis is realized to the camps to observe the state of accomplishment of the legistation, finding opportunities of improvement in all of them, being the most important the drinking water supply in the camps. Shofi, medium and long term measures are proposed, in order to improve the camps. Thus, it is possible, in part, to extend the volunteer environmental commitment acquired by el Teniente division to all the paficipants organs ofthe copper extracting process.
