Participación ciudadana y desarrollo local. El consejo de desarrollo municipal del municipio de Uruapan, Michoacán, México.

Abstract

The general target of this thesis is to analyze the participation city dweller from the perspective of the local development and in particular in experience of the Council of Municipal Development in Uruapan, Michoacán, Mexico and part of the assumption of that the Advice can go so far as to constitute one actor of the local development granting strengthening its functioning, especially as for robustecer the strengthening of the civil society place by means of the training, stimulus and identity of its members, this way as its biggest joint with other actors as the companies. To expire with this intention in the first chapter some of them appear features of the perspective of the local development and especially the aspect of participation and joint of the social actors, as well as its incidence in local public management, by means of the investigation of some experiences of civil participation at municipal level carried out so much in Mexico as in other parts of Latin America, with the intention of having of theoretical and empirical modality, on the case of study. The aspects alluded they are analyzed in detail from the formation process and functioning of the Council of Municipal Development of Uruapan, in Michoacán, Mexico. In the second one there analyzes the context political associate in whom it arises CODEMUN, the process of institutionalization that it has carried out and the frame legal by means of which it is ruled, as well as the structure that at present it presents and its functioning. Also the management and the set is included of actions carried out, and it is investigated on its impact from opinions and level of acceptance of the members and benefits so much in the area urban as in the rural one.

El objetivo general de esta tesis es analizar la participación ciudadana desde la perspectiva del desarrollo local y en particular en la experiencia del Consejo de Desarrollo Municipal en Uruapan, Michoacán, México y parte del supuesto de que el Consejo puede llegar a constituirse un actor del desarrollo local a condición de fortalecer su funcionamiento, especialmente en cuanto a robustecer el fortalecimiento de la sociedad civil local mediante la capacitación, estímulo e identidad de sus integrantes, así como su mayor articulación con otros actores como las empresas. Para cumplir con este propósito en el primer capítulo se presentan algunos rasgos de la perspectiva del desarrollo local y en especial el aspecto de la participación y articulación de los actores sociales, así como su incidencia en la gestión pública local, mediante la indagación de algunas experiencias de participación ciudadana a nivel municipal llevadas a cabo tanto en México como en otras partes de América Latina, con el propósito de disponer de referentes teóricos y empíricos, sobre el caso de estudio. Los aspectos aludidos se analizan con detalle desde el proceso de formación y funcionamiento del Consejo de Desarrollo Municipal de Uruapan, en Michoacán, México. En el segundo se analiza el contexto socio político en el que surge el CODEMUN, el proceso de institucionalización que ha llevado a cabo y el marco legal mediante el cual se rige, así como la estructura que actualmente presenta y su funcionamiento. Asimismo se incluye la gestión y el conjunto de acciones llevadas a cabo, y se indaga sobre su impacto a partir de las opiniones y nivel de aceptación de los integrantes y beneficios tanto en la zona urbana como en la rural.
