This dissertation provides a statistical and environmental analysis of industry in the State of Mato Grosso by applying the polluting potential index in the mining and processing industry of 2000-2010 historical series.A historic contextualization of the formation of the space and territory of Mato Grosso was held, by making use of the speech of national integration, and was based on a political and economic project that involved creating the necessary infrastructure to form a frontier of agribusiness in that State, in order to benefit the consolidation of important foreign industrial groups. The increase of industrial activity has caused huge environmental impact, and in order to guide public policies, this dissertation focused on the use of an already existing but not so widespread index, which is pioneer in the State of Mato Grosso. This index considers the level of dependence of activities with high polluting potential and the extent of the industrial production of a county. The final product is the index that shows the polluting potential of the municipality, in other words, the capacity to pollute by an intense industrial activity with high polluting potential. The data show that Mato Grosso had a significant increase in industrial production, since the registered VAB rose from just over 2 billion in 2000 to almost 11 billion in 2010. Not only production increased, as the data show that mining and processing industry unities also rose from 348 in 2000 to 5739 industrial unities in 2010. The data we collected show that in the year 2000 the Industry Polluting Potential (INPP-I) was concentrated only in Cuiabá. As the years go by we found that other counties start to develop their hability to pollute via industry, so that the index no more concentrated only in Cuiabá. We can notice that the counties in Mato Grosso that most developed the INPP-I are those next to where the agricultural production is transported through, such as roads and railway lines, for example Rondonópolis and Alto Araguaia. Also, we can see that the counties with a higher INPP-I are those with an agricultural production potential. Counties like Sorriso, Lucas do Rio Verde and Nova Mutum attract industries in order to benefit the agricultural products that these counties produce. The indicators for the polluting potential of the mining and processing industries appear as an important tool for the environmental planning and management, since they indicate the polluting potential of the counties in Mato Grosso, and so allow periodic intercity and intertemporal comparisons.
