This research aimed to verify how symbolic arrangements – legislation, public policies, affirmative
policies, actions of public agents, etc. – materialized in the symbolic and physical arrangements of the
Federal University of Santa Maria, Palmeira das Missões Campus (UFSM-PM) – promote accessibility,
presenting themselves as paths or barriers for the inclusion – insertion and permanence – of People with
Disabilities (PwDs) in Higher Education, more specifically, at UFSM-PM. For that, it used bibliographic,
documentary research and case study. Data collection, using the questionnaire, was performed using the
Google Forms tool. Data analysis was carried out from a quantitative point of view – statistical analysis –
and from a qualitative point of view – data interpretation, based on a theoretical framework in the areas of
Production Administration, Humanities and Social Sciences, when dedicated to the study of symbolic and
physical arrangements, accessibility and inclusion of PwDs. The results obtained by the research showed
that the academic community of UFSM-PM practices principles that drive the social inclusion of PwDs
students – human rights, citizenship, democracy, inclusive culture, accessibility, autonomy, etc. –,
understanding the layout of UFSM-PM as accessible, However, the same community is unaware of the
specificities of the materialization of inclusive symbolic arrangements in inclusive physical arrangements,
as they are presented, both in the theoretical framework and in the documentary research, which showed
that UFSM-PM only partially meets the requirements of accessibility foreseen in Law, Regulations and
Universal Design for insertion and permanence of PwD students.
