This paper presents policies to encourage culture that exist and could be used by traditionalists entities Santa Maria, so bringing more resources to perform these activities that strengthen the gaucho tradition. So after a literature to identify legal factors governing existing incentive policies, research interviews were conducted aimed to identify the difficulties and the reasons why the entity did not use incentives. In this case, the traditionalist authorities of the city of Santa Maria that most scored in List Highlights Traditionalists have been selected, and this list is that you can view more entities that develop activities during the year. It was found that the entities are administered by representatives called masters or mistresses, who mostly lack of knowledge about the political nor technical knowledge about the legal issues necessary to try to obtain the resource. Yet been possible to identify the entities that claim to know the cultural incentives, limited to the Law for Promotion of Culture city of Santa Maria, unaware of the possibilities of participation at State and Federal level, and also the direct fostering existing policies. The interviews and literature research allowed to observe finally that the structure of incentive policies are bureaucratic and technical culture, which complicates the understanding of people who hotdog technical knowledge of planning, organization and control of resources.
