dc.description.abstractThe Master Plan is characterized as an instrument used in ensuring urban development, creating a system of planning and city management, guiding public policy to be developed in all areas of municipal administration. The Plan is quoted as predicting legal guarantee that their design will be conducted based on the effective participation of society in all phases of your process. This text aims to contribute reflections on the meaning of the Plan and on social participation in its construction. Thus, for the preparation of this work were carried out research on the importance of Participatory Master Plan (PDP) seeking to verify what their main issues and what the PDP is to the Municipalities. The survey used in this paper is the literature and was regarded as the process is going to build the PDP in the city of Alto Alegre/RS.
