The purchasing management is characterized as one of the most important activities for the organization, so there is the execution of the functions in the organization there is a need through the purchasing department process in the public sector is characterized somewhat complex, since the public administration submits the applicability of Law 8.666/93, which defines a set of parameters seeking to safeguard the proper use of public resources. Trying to evaluate the efficiency goal of this study was to analyze and evaluate the management system purchases (goods and services) in the Municipality of Coxilha regarding the efficiency of procedures and propose improvements in the management of purchases, from a case study. The work has the objective to identify and analyze the activity of management practices related to procurement and contracting; suggest improvements in the implementation of management procedures for purchases and services making the process efficient so that there is less bureaucracy and also identify tools and resources that can contribute to optimize the work, rationalize costs and time searching the modernization process. The methodology was applied through qualitative research with descriptive information on the survey questionnaire with servers that have a direct relationship with shopping trying to analyze the issues more difficult the job of purchasing management. The results indicate the need to implement effective action planning, improvement of staff, quality services, organization, centralization of activity, improvement and agility activities, points that could be improved in order to make purchasing management at City Hall Coxilha more efficient.
