Cadeias comandadas: análise da expansão do Sindicato do Crime no RN a partir da omissão estatal nas penitenciárias potiguares

Abstract

The present work aims to analyze how the process of formation and expansion of “Sindicato do Crime” is a reflection of the omissions represented by the problems of the prison system in Rio Grande do Norte. In this sense, through bibliographical research with a qualitative and sociological approach, we sought to understand the dynamics of criminal factions, especially the “Sindicato do Crime”, in the context of degradation of the prison environment, recognized by the Supreme Court as an Unconstitutional State of Things. Therefore, the work found that there is a crisis in the penitentiary system of Rio Grande do Norte, which is a reflection of the State's inability to protect its prisoners, creating a strategic environment for the formation and expansion of criminal groups, such as the PCC and, later, the SDC, which currently holds the monopoly of prisons in Rio Grande do Norte. As a result of this process, the criminal scene in RN was modified, with the State observing the growth of its rates of violence, according to the analysis of homicide rates, reaching its peak in 2017, when the war between the factions broke out. Finally, it should be noted that, despite the drop in homicide rates in the last two years, a population in the state is still dealing with the consequences of the dynamics of organized crime in the state.
