This study analyzes the socio-environmental conflicts generated by hydrocarbon activities in the area of direct influence of Cluster 4 perceived by the population adjacent to the exploitation field. The socio-environmental component was characterized through observation and dialogue with the community, supported by a survey of 105 inhabitants of the catchment area, which corresponds to 73% of the population of the lower Montelíbano and Montelíbano low villages, an interview with the actors involved and a diagnostic workshop with the presidents of the community action boards of sidewalks adjacent to the zone of influence, PQR’s secondary information and investigation of the institutional databases were also collected. Then socio-environmental conflicts were identified by means of the map of actors and the PIN triangle (Inwent, 2008) that finds the conflict from different perspectives. Then the conflicts were characterized by the typology established by the Territorial Hydrocarbon Strategy (ETH) and the conflictive situation of the sidewalks was evaluated by the activities of cluster 4, through the matrix established by Paniagua, F. (2006), which determines the scale and intensity of the manifestations of conflict such as de facto pathways and PQR’s.
Finally, the presence of conflicts in the villages of Montelíbano and Montelíbano low, from the community’s point of view, due to demands for social reproduction related to labour aspects such as the linking of local unskilled labour; conflicts over institutional and state management demands, associated with applications for social investment and community rights guarantee; and conflicts over claims for cultural reproduction related to environmental claims related to water resource management and access.
