Política penitenciaria, cumplimiento de los fines de la pena y los derechos humanos: el caso de la estructura tres DELCOMEB

Abstract

This degree work presents an approach to the prison public policy, compliance with the purposes of punishment and human rights of persons deprived of liberty, through the case of the structure three Prison Complex and Penitentiary Metropolitan de Bogotá (COMEB), known as La Picota. Based on the review of the CONPES documents issued in the matter, the National Development Plans (NDP), strategic plans Sector Justice and Law and the National Penitentiary and Prison Institute (INPEC), and the relationship of politics prison with criminal policy. The approach allows us to conclude that the new penitentiaries third generation, as the structure three COMEB, unlike other prison establishments designation of first generation, are prisons lockdown, where the prison treatment is reduced to generate a change behavior, forcing inmates to good behavior, have contributed to the execution of the sentence and access to decent treatment of prisoners.
