Abstract

The Afro-descendant population in Colombia is a condition of marginality, for this reason the text goes into understanding why and how affirmative actions can be a tool of state contracting that can direct this population to the normal conditions of other ethnic groups, According to the text, this is done not by modifying the legal norm, but by executing a systematic analysis of the regulatory norms, in order to see free competition and objective selection, as the material hand to apply affirmative actions, which simply imply the will of the administration to include the much violated Afro-Colombian community in society.
