Since the declaration of pandemic by COVID-19 on March 11, 2020, and to date, the measures implemented in the fight against this disease have reached all areas of human development directly or indirectly. It has represented changes in the socio-cultural, economic, educational and other aspects of each human being and therefore in the emotional, physical, spiritual and mental, individually and/or collectively. The containment measures that have been implemented so far generate changes in the routines of each human being, with different perceptions and therefore degrees of acceptance and adherence in relation to the risk of contagion, disease and death by COVID-19. This interesting Trade-off frames the problems observed, generates the analysis of preferences of a group of socio-cultural, educational and economically active adult population of Bogota, which represents in this case of business problems the current trends in preferences against the measures implemented by governmental and global bodies, that generate the critical points to strengthen and those aspects to maintain and optimize in the face of the battle that the current society faces with the COVID-19 and that has generated high costs for disability and death, as well as in development and quality of life for humanity in general. The results obtained indicate that the human being, by his social nature and adhering to the objective of what he knows as quality of life, tends to negotiate to varying degrees his integrity and that of the community in general to reach those aspects that generate comfort or complacency and therefore encompass your preferences, as well as their behaviors derived from them. Until now, the decisions for the management of the pandemic haven't documented having considered the preferences of the population. The preference assessment survey was carried out on 385 persons, of whom 74.4% consider restrictive measures as the best possible state of health, of these 67.06% are women and 32.9 per cent are men. The remaining 19.3% consider the restrictive measures are the worst possible state of health. On the other hand, the permissive measures were considered for 68.5% as the worst possible health state, of which 67.1% corresponded with women and 32.9% to men. In contrast, 27.1% were considered the best possible health status.
