Abstract

To speak of village libraries is to speak of the very origins of public library processes in Colombia, and the antecedents of this initiative are scarce. At the end of the 19th century, in 1870 it was proposed within the framework of the reform to education proposed in the Organic Decree of Primary Public Instruction, issued by President Eustorgio Salgar, "the formation of popular libraries and promote the establishment of literary and scientific societies industrialists that promote a love of reading and work ". This reform, considered one of the most important documents in the educational history of Colombia.
