Civilian Armed Groups in Venezuela: ¿Are they Actors of an 'Organized Apparatus of Power'?

Abstract

The Venezuelan government has subjected the Venezuelan society to constant militarization, especially through the creation of armed civilian groups, such as the militias. At the same time, it has promoted the formalization of certain so- cial movements -by law- to guarantee the establishment of Communal Power. However, some of these movements have served to accommodate the formation of other armed civilian groups, which causes a greater concern in the Venezuelan society because all this is an atypical situation in this South American country. e purpose of this essay is to address whether some groups from these social move- ments are part of an organized structure of power, speci cally attached to the state apparatus, to commit crimes against the civil society.

O governo venezuelano tem submetido à sociedade venezuelana a uma constante militarização, em especial, através da criação de grupos civis armados, como são as milícias. Ao mesmo tempo, tem promovido a formalização de determinados movimentos sociais -via lei- para garantir o estabelecimento do 'Poder Comunal'. No entanto alguns destes movimentos têm servido para dar cabida à formação de outros 'grupos civis armados', o que causa uma maior preocupação por ser todo isto uma situação atípica neste país sul-americano. O presente ensaio tem como nalidade abordar se os grupos provenientes destes 'movimentos sociais' formam parte do aparato estatal, para cometer crimes de lesa humanidade contra a socie- dade civil."
