Impacto de las regalías en la inversión pública municipal: la desconcentración concentrada

Abstract

This article is the product of research on rates and territorial disparities, within the line in Dynamics and Management Territories of the Faculty of Political Science and Government of the Rosario University. Shows how they are distributed and used The resources from the contribution of royalties among the Colombian municipalities, to establish whether the distribution and destination of stories income for the territories are helping to boost territorial development, and with it, closing the gap interregional in Colombia. The results of the investigation indicated that although the distribution of resources has been 'democratized', as many of them are coming to the first time fifth and sixth category municipalities, the following projects concentrated in the central departments of the country, which does not the imbalance between central territorial entities and peripherals in Colombia
