Implementación de los principios del gobierno abierto en el sector de agua potable en Colombia

Resumen
The concept of "Open government" emerges as a response to citizen complaints regarding to make governments more open and actively involved in the management of public affairs, particularly in the aspects of transparency, citizen participation, accountability, innovation and technology. A state of the art of the “Open government” concept, demonstrates the existence of a wide academic literature, as well as national and international guidelines. However, regarding of its implementation, there are few studies already developed, especially in Colombia. Therefore, this study presents an analysis of the implementation process of the Open government principles in a critical sector of the country: sanitation and potable water service, through an analysis of 32 entities in charge of its provision. The result of the analysis shows there are still tensions between the normative aspect and the practice, based on the lack of political support in terms of implementation within public sector entities.
