La regionalización de las relaciones internacionales en un Estado centralista: análisis del caso colombiano a partir de la Constitución de 1991

Resumen
The present article presents a critique, in the light of the theories of the Realism and Neorealism, the situation that territorial entities face in Colombia from the modifications introduced by the Constitution of 1991. The above mentioned situation demonstrates contradictions between the requirements of internationalization and the legal possibilities and the administrative competition of the territories to undertake such tasks. In this way, the article raises the need to reorganize the Colombian State in reference to authority, rights and territorial definitions, in order to re-form its capacities of action, understanding that there are spaces of the Nation - State that have been globalized, therefore that require new assembly for an effective insertion of the Colombian regions in the International System.
