Río Tunjuelo sujeto de derechos, una propuesta de construcción colectiva en Salud Pública

Abstract

Esta es una investigación cualitativa de tipo etnográfica que recoge las reflexiones, experiencias e interpretaciones de habitantes de la localidad de Bosa al sur de Bogotá, que viven cerca de la ronda del Río Tunjuelo. El objetivo principal que motiva este trabajo es el de comprender la interacción institucional y comunitaria con la cuenca baja de este río, en el marco de una propuesta para el Buen Vivir orientada en el reconocimiento de este cuerpo de agua como sujeto de derechos. En consonancia, se plantean ejercicios de entrevista semiestructurada con participantes clave que hacen parte de la comunidad que habita en cercanías a la ronda del Tunjuelo; así como también se asiste y participa en las dinámicas propias de escenarios de confluencia institucional y comunitaria, donde los temas centrales, fueran ambientales relacionados con el territorio. Por supuesto se reconoció al Tunjuelo en sus 73 km de trayectoria por el sur; caminándolo, viéndolo, oliéndolo y tocándolo. Viviéndolo. Se construye a partir del reconocimiento de la cuenca como un territorio donde se crean relaciones sociales; entre quienes conviven junto al río y con él mismo, como elemento de la Naturaleza; el cual, a pesar de su degradación por acciones antropogénicas sigue siendo un agente movilizador. En la actualidad, el estado del río Tunjuelo es deplorable; se trata como cloaca. Aun así, el espacio se su ronda, es aprovechado por actores que se apropian y restringen su ancho natural. Los lamentos del río en forma de olores nauseabundos, parecieran llegar a oídos sordos; y a pesar de ser un sujeto que moviliza acciones en su defensa, también le han dado la espalda. This academic research of ethnographic type collects the reflections, experiences and interpretations of inhabitants of the town of Bosa south of Bogota, who live near the round of the Tunjuelo River. The main objective that motivates this work is to understand the institutional and community interaction with the lower basin of the river, within the framework of a proposal for Good Living oriented in the recognition of this body of water as a subject of rights.
