dc.description.abstractThe drug shortage has been characterized as a problem that affects public health and has been increasing around the world. The objective of this study is to analyze the behavior of factors associated with drug shortage presented in Colombia between 2012 and 2018. The research was carried out in four stages: 1) selection of the factors to be analyzed, identified through a systematic review of the literature, 2) identification of the drugs considered to be stocked in Colombia between the years 2012-2018, 3) description of the factors selected for stock-out drugs and 4) adaptation of a proposed statistical model to evaluate the relationship of the variables of interest with the shortage of medicines in Colombia. In accordance with the foregoing, multiple causes were identified that have been described in the literature and that are associated with problems in manufacturing, distribution, service provision, product or market characteristics, and regulatory requirements or measures. In Colombia, there were a total of 73 drugs shortages presented between 2012-2018, with the majority therapeutic groups being antineoplastic and anti-infective drugs. It was observed that the cases of shortages present high market concentrations (IHH> 2,500). Likewise, a low percentage of imports, increases in the Fisher index and injectable and ophthalmic pharmaceutical forms are related to shortage moments. Price control did not show the relationship with drug shortage. Some factors associated with shortages were identified to provide information for decision-making in public policy and that would allow the construction of measures to address shortages.
dc.description.abstractEl desabastecimiento de medicamentos se ha caracterizado por ser un problema que afecta la salud pública y ha ido en aumento alrededor del mundo. El objetivo de este estudio es analizar el comportamiento de factores asociados a las alertas de desabastecimiento de medicamentos presentados en Colombia entre 2012 y 2018. La investigación se realizó en cuatro etapas: 1) selección de los factores a analizar, identificados mediante una revisión sistemática de la literatura, 2) identificación de los medicamentos considerados desabastecidos en Colombia entre los años 2012-2018, 3) descripción de los factores seleccionados para los medicamentos desabastecidos y 4) adaptación de un modelo estadístico propuesto para evaluar la relación de las variables de interés con el desabastecimiento de medicamentos en Colombia. Conforme a lo anterior, se identificaron múltiples causas que se han descrito en la literatura y que están asociadas a problemas de manufactura, distribución, prestación del servicio, características del producto o del mercado y, los requisitos o medidas regulatorias. En Colombia, los medicamentos desabastecidos presentados entre 2012-2018 fueron en total 73, siendo los grupos terapéuticos mayoritarios los antineoplásicos y antiinfecciosos. Se observó que los casos de desabastecimiento presentan altas concentraciones de mercado (IHH >2.500). Así mismo, que un bajo porcentaje de importación, aumentos en el índice Fisher y que las formas farmacéuticas inyectables y oftálmicas se relacionan con los momentos de desabastecimiento, a diferencia del control de precios que no mostró dicha relación. Se identificaron algunos factores asociados a las situaciones de desabastecimiento que brindan información para la toma de decisiones en política pública y que permitirían la construcción de medidas para hacer frente al desabastecimiento.
