dc.descriptionThe crisis affecting the Brazilian democratic system it is shown itself, among other things, through the request of a bigger and a better participation on the representation system as well as a stronger direct exercise of the political power. The national doctrine is working hard in proposing the upgrade of the principal mechanism of political participation and, among these, with special emphasis in the popular legislative initiative. In this sense, it is useful to turn to the brazilian constitutional system with the aim of finding some additional reasons in favour of developing constitutional reforms that gives to this political participation tool a real material efficiency.
