dc.description.abstractThe evolution of economic theory about the measurement of national income was consolidated in technical and conceptual scaffolding named national accounting. At first the United Nations Organization, and currently five international organizations, working directly in the development of international guidelines on national accounts, the harmonization of macroeconomic statistical systems has brought that the updating of the System of National Accounts generates a corresponding update of other manual methods, to stand as the guiding system. The present study discusses the importance of implementing the System of National Accounts, in its version approved in 2008, for the treatment and measurement of social insurance system, in its segments of pensions an non pensions, within the set of measurements that form the accounts by institutional sector of the System of National Accounts of Mexico; with the aim of concluding the distribution secondary income and strengthen the measurement of household sector saving and the total economy, as the best alternative to maintaining macroeconomic measurements that follow the evolution of the country, place, date and consistent with a globalized economic environment. The measurements that were developed based on new manual of methods for transactions on pensions an non pensions allow to observe that while the dynamics of the circuit of pension has major effects on the balance of saving of the household sector and the total of the economy, contributions and benefits of non pensions, or health system, have an impact only on the distribution of resources in the form of transfers. The new methodological recommendations make it possible to do measurements that permit to follow the evolution and transformation of Mexico's pension system, from a sharing approach to a defined contribution one. The more important legal reforms of social security institutions in the country have redefined the structure of pensions and their mode of operation, and since this transformation it is necessary to do a conceptual and statistical review for its quantification. These developments xvii were made and presented in a new statistical tool called supplementary pension table, which is a distillation of high analytical data. The implementation of the new guidelines of the SNA 2008 to the statistical information available on the social security system of Mexico, through the development of appropriate measurement methods is desirable, considering that extends the current data set that actually offers the System of National Accounts of Mexico.
