Nowadays, capitalism of the neoliberal era has disputed the subjectivity of
individuals, leaving relations of exploitation of labor more intrinsic and implied.
Therefore, education becomes a place of ideological dispute, mainly the stage
of High School, therefore, there is the concern of training for work, following the
demands of the market and the integral training, focused on the construction of
scientific knowledge , technical, cognitive, socioemotional, critical and a
reflective citizen. The purpose of this study is to compare the educational
reforms that occurred during the period of the military dictatorship (1964 -
1980s) and the current high school reform, drawing a parallel between the
similarities and differences between them, using research qualitative analysis
with the documentary and bibliographical methodologies to verify the works that
are being produced and published on the thematic in the period of interest of
this and the legislations n ° 13.415 / 2017 and Law n ° 5.692 / 1971. It was
possible to perceive affinities and distances between these laws in three central
points: Common national curriculum base, Valuation of education professionals
and Actions in favor of the privatization of secondary education and investments
in education. Thus, there was a movement to maintain and deepen social
inequalities, leaving our country increasingly subordinate to the economies of
developed countries, so that the disparities between working class and elite
education were aggressive.
