O direito de habitar como ressignificação do urbano: a construção da cidadania nas ruas

The realization of true democracy has been a major issue since the dawn of democratic values. Although Representative Democracy has advanced greatly in the course of history, and approached us increasingly of an effective democratic state of law, the lack of popular participation, timid in his practice citizen, has been a major impediment to outweigh the obstacles in the path toward wholeness and democratic citizenship. First, this paper aims therefore to identify the main aspects considered a notion systemic-complex, the historical and cultural context that involves changes in the way we understand human beings in their midst and the principles of humanism itself. Subsequently, attempts to develop a preliminary analysis of the current democratic context, using illustrative cases of Santa Maria‟s (RS) urban context, identifying its nuances and discoursing in a comprehensive manner about possible strategies to stimulate the development of habits that once instilled in the population can improve practice a spirit of emancipation and centralization of the human being as the focus of attention, leading the people to a more independent living and acting in the making and practice of democracy.
