Programa de aquisição de alimentos doação simultânea como instrumento de desenvolvimento social e econômico em assentamentos da reforma agrária no Rio Grande do Sul

Abstract

Concerned about the lack of structural conditions and logistical problems in the marketing of food produced by farmers of the settlements in the municipality of Eldorado do Sul (RS), many agents sought jointly, from 2008, around this by raising awareness and entry of families settled in the institutional mechanisms guaranteed marketing, grounded in public policy, consolidated in the Food Acquisition Program, as Simultaneous Donation (PAA-DS) .The aim of this study was to analyze which social, economic and organizational changes to the PAA -DS brought the reality of agrarian reform settlements in the municipality of Eldorado do Sul. Through questions addressed were interviewed key players, such as technical assistance Technical and Social PAA-DS coordinators and administrators of the Settlers Cooperative Workers Region Porto Alegre RS, which play key role in understanding and conduct of public policy within the settlements. The results show that the program offered to farmers settled a solid mechanism for commercialization of production, contributed to the self-organization of participating farmers, helped supplement the family income, minimized the loss in production and significantly increased the diversification of consumer products and sales for PAA. The reported positive experience in this research model used for the improvement of marketing processes and forms of organization of social and productive life within the agrarian reform settlements in the State of Rio Grande do Sul.
