dc.description.abstractThis work investigates the limits and possibilities of democratic participation through new technologies in network, considering the actual situation occupied by citizens under a rhetoric of power legitimacy. For this analysis could be carried out, theories of legitimacy of the constituent power and legitimacy of democratic representation were investigated, without ignoring the global economic and political developments. At the same time, we investigated the influence of technological evolution in social structures, and likely consequences of network technologies for democratic participation in the near future. The conclusions reached were confronted with the study of a real and present experience: the attempt of the population of Iceland in creating a crowdsourcing Constitution, through the Internet, by the people and for the people of that country. The study was carried out through research in specialized bibliographies, and additional references from the Internet. For the study of Icelandic case, were also performed the comparison of various European newspapers on the subject. The method of approach was the dialectic and the method procedure was the monographic. It was concluded that the constituent power is an open process that can be invoked at any time by the lawful holder, the people - since the historical materials limits are respected, as well as the people also has a duty to become a political agent in defense their interests against the ambition of its representatives. Regarding the influence of new technologies on democracy, it was concluded that it is unlikely that there are good news in a population with many social differences. The experience of Iceland disappoint, because the economic and political empire did not allow the execution of the will of the people, even in a small country. However, the attempt became known worldwide and has the potential to influence other democracies in the world.
