The management and conservation of soil and water has been postulated as a tool of great importance for the development of a modern, productive and sustainable agriculture, and it is coherent to observe the criteria for validation and the effectiveness of this conservation management. The Government of the State of Rio Grande do Sul has been conducting a policy of incentive to conservation management, evidencing and highlighting the State Program for Soil and Water Conservation, with the objective of bringing instruments to implement the Soil Conservation Policy and established by State Decree No. 52.751, of December 4, 2015, with the purpose of encouraging, encouraging and coordinating actions for the conservation of soil and water, with the purpose of improving productive, social and environmental relations. In this context, the work sought to evaluate soil and water conservation practices, with emphasis on the development of Environmental Education in the actions and activities that guide the citizen's awareness of the problems that are related the quality of soil and water. Seeking the harmony of economic-social development, thus ensuring the quality of life of the rural and urban population and the environment. The work sought to bring a qualitative approach, exploring empirical and bibliographical information collections to contemplate an analysis of the process of soil and water conservation program. Obtaining this analysis allowed the conception that environmental education is a driver of knowledge, materialized the skeptical values and the political rules in a social participation participative of the distributive issues between benefits and losses of the appropriation and the use of the natural resources. With the participation of courses, meetings, lectures, field days and a study of the planning of the program in soil conservation, it was possible to affirm that environmental education is the driver of the materialization of the results of soil and water conservation activities, work came to authenticate that the state program of conservation of soil and water and a process of socio-environmental awareness.
