Transparência da gestão pública municipal: um estudo dos municípios de Santa Maria e Novo Hamburgo/RS

In this study we sought to examine the public management of the municipalities of Santa Maria and Novo Hamburgo (Rio Grande do Sul) regarding the transparency of information available on their homepages and identify the methods used by these municipalities to disclosure of their data. The research is characterized as a case study that consists of knowing how transparency is coming true in the public administration of the municipalities based on the devices of the No. 12.527/2011 Federal Law on Access to Information. Besides the descriptive research involving legislation and instruments of information technology focused on publicity of the actions of municipal management, a survey was also conducted on the local governments websites applied through two questionnaires, the first structured by the Court of Auditors of the State of Rio Grande do Sul and the second sent to the prefectures in order to identify practical actions performed by municipalities. The data analysis and interpretation indicates that municipalities has different realities even with similar population rates. The results show that there are many aspects to be improved mainly by the municipality of Santa Maria that in general does not meet the legal requirements for the public information access. On the other hand, Novo Hamburgo presents best practices of public management, reinforcing expectations of a more efficient and closer society public administration through the dissemination of public information, promotion of transparency and expansion of control and oversight breaking with the culture of secrecy administrative.
