dc.description.abstractThis study aims to analyze how the process was executed Assessment and Monitoring of ATES in RS in the period January 2009 to June 2010, based on the national standards program, the actions taken by INCRA, the work of teams techniques and coordination of activities of providers. It is characterized as exploratory descriptive research, to present observations, records, analyzes the events studied and correlate them with other empirical phenomena of different natures and characteristics. The investigation was done from secondary sources and the researcher's engagement with the subject experienced from the backlog of work as a participant of the program of the organizers of the ATES. Oriented towards the same guidelines of the National Technical Assistance and Rural Extension (PNAT), the ATES was formed from a new state institutions, marked by the decentralization of services through outsourcing, in the context of advancing neoliberal precepts on political reform and economic of the country. In RS, this scenario has become more evident from 2009 when the ATES is now operated by contract modality, promoting numerous changes in program implementation, including the attempt to put into practice a process that will enable to assess and monitor the work technical teams. The RS-INCRA created some tools in order to gather information and to regularly monitor all actions carried out in ATES settlements. Through the Support System and Monitoring ATES (SAMA), was obtained in a systematic way the job information of all the technical teams. With the work of supervision of insurers contracts ATES, a process was effected Conference of the information posted on SAMA, in order to subsidize and to justify the monthly payments. By the Boards of ATES, we tried to put into practice a system of evaluation with the participation of all actors involved in the program. Through a quantitative analysis of these instruments was exercised greater control over the actions developed by technical teams in the settlements. However, it was outstanding aspects that pointed reflections on the quality of ATES. The information gathered served primarily to count the number of activities and support the formal contract procedures and the councils have been restricted in informative discussions without significant consequences on the dynamics of organizational and operational program. Given this, the present study indicates that the instruments used to effect the process of evaluation and monitoring of the RS ATES promoted significant advances with regard to control and quantitative monitoring of all technical activities performed in the settlements. However, lack of adjustment that allows for discussion, reflection and analysis with focus on the qualification program, allowing extension to perform actions more consistent with the reality of settler families.
