This monograph examines how the law on access to information, the LAI was implemented in the municipalities in RS with more than 150,000 inhabitants. Makes a study on LAI, examines information access in Brazil and the social context at the time it was implemented. In recent decades there has been a trend in many countries the adoption of the Laws on Access to Public Information, surely in order to ensure transparency and strengthen democracy. Many nations have accepted the recommendations of the CIA of Practice Committee, with respect to access to information. The Brazil became the 89th country to adopt a Law on Access to Public Information. Law 12,527 was enacted in November 2011 and entered into force in May 2012, since the text provided 180 days for implementation. The start of the validity of this law raises the challenge of turning it into an effective instrument to support a more open and responsive government. Therefore, it was verified as the RS municipalities with over 150,000 inhabitants have adapted to Law 12,527, of November 18, 2011, the LAI (BRAZIL / 2011), the Law on Access to Information. Were also analyzed which public policy files that provide citizens access to public information and quantified the requirements of the Act which 12,527 are being contemplated in the internet sites of the municipalities with over 150,000 inhabitants.
