Práticas de comunicação participativa no exercício da cidadania no projeto Orchestrarium em Santa Maria/RS

The theme of this research contemplates three central theoretical axes: communitarian communication, participation, citizenship, delimiting the understanding of the communication practices on the exercise of citizenship on the Orchestrarium project, in Santa Maria/RS. The research problem is given through the following question: How the practices of participative communication foment the exercise of citizenship on the Orchestrarium project in Santa Maria/RS? To answer this question, there is, as a general objective of the work analyse, the practices of participative communication on the exercise of citizenship on the project. Therefore, it was listed as specific objectives: punctuate the actions realized on the Orchestrarium project; characterise the practices of participative communication on the Orchestrarium project; and identify the aspects of the citizenship exercise that outcomes the project. To cover the theoretical review, assumes the concept of communitarian communication, elapsing about its historicity and concepts; after, over the concept of participation in understanding its diverse modalities and forms in practice; finally, the concept of citizenship that has contemplated a reflection about the communication with a participative characteristic on the conquest of the rights of the citizen. The methodological course, of qualitative character, was elucidated by means of the case study method. For that, the data were collected through semi-structured interviews, direct observation and documental analysis. The results, from the analysis of the collected materials, enables to understand that the Orchestrarium project permits the enlargement of the rights of the citizens afterwards the proposed activities. Besides, it is by means of transformation and ascendancy of the critical thought that the practices of participative communication foments the citizenship exercise on the project. However, this transformation is slow and gradual and comes linked to the educative process, it justifies the lack of participation on the decisions by the parents, students and instructors on the projects and actions of the Orchestrarium. To conclude, it is understood that the processes of communication, interpersonal as well as mechanic ones, allows the participation and then the exercise of citizenship.
