Sistema de gestão de documentos e políticas públicas arquivísticas: o caso da administração pública federal brasileira

This study investigates the processing of actions originated from the public archival
policies in the universe of the Brazilian federal public administration. It is an
explanatory and documental research based on a quantitative approach. As a
theoretical support, it inserts the Theory of Systems of Ludwig Von Bertalanffy in the
archival context, examining its relation with the development of public records
management and the implementation of public policies in the sector. In addition, it
conceptualizes “system”, “system of archives”, “public policies”, “public archival
policies” and “records management”. It presents a panorama of the attempts to install
the National System of Archives (SINAR) in Brazil, in three distinctive moments as
antecedents to the Records Management of System (SIGA). It also follows the
guidelines of SIGA and CONARQ as public archival policies and their influence in the
activities of records management in the Federal Public Administration. Finally, this
research leads to the conclusion that despite being essential, the technical tools of
records management require other apparatus for the development of records
management programs and the lack of public archival policies is one of the inhibitor
factors of this process.
