Conselho municipal de desenvolvimento rural - instrumento de participação ou legitimação?

Abstract

The purpose of this research is to understand the configuration of the democratic process decentralized public administration on municipal council established by the municipal rural development. So, it looks to be a dialogue on public policy, decentralization and performance practice of that local council. The analysis is based on demonstrating the need for advancement of legal-formal design for a real process of effective participation of members involved in the summit. The paper analyzes and interprets the actions, the malfunctioning of the instrument, the predominance of legal power, poor performance and strength of the farmers, the aspects of legitimacy and participation, the council as a potentiating of the extension and the need to change to meet the goals founding. Finally, some considerations are made and progress needed for the proposal being an active instrument for such development.
