dc.description.abstract | This work has as primordial objective to propose a reflection on the educational
politics of incentive to the critical reading, in a perspective emancipatória,
implemented in the municipal district of Barra it Founds. In that sense, it is aimed at
to investigate that it forms the laws and guidelines in the three spheres Municipal,
State and Federal, they favor or they bureaucratize the projects and local actions in
that sense. Understanding the critical reading as a possibility of transformation of the
status quo, the need is emphasized of understanding, through a specialization study,
to the theoretical bases, inherent themes the education, literacy, school, state and
educational public politics. In this investigation, it was still looked for, to problematize
the paper of the school institutions and public front to the task of providing conditions
to enlarge, in way mainly qualitative, the reading in different ways, types and
linguistic codes, defending in that sense, the construction of an educational proposal
that seeks not only the reading of the word, but of the world and, therefore, the
writing of the own history. For so much she opted for the quali-quantitative research
of the type case study, being applied an interview semiestruturada with educators of
two schools of the municipal district: Municipal school of Barra Founds, and State of
Basic Education Antônio João Zandoná, your respective pedagogic coordinators and
the Municipal Secretaries of Education of Barra Funda/RS-Brasil that acted in the
period from 2005 to 2009. After the study to conclude, it is ended that the educational
actions need to be transformed in public politics that they enlarge the possibilities of
empoderamento of the subject, through the democratization of the reading of several
