A participação popular na elaboração da lei do plano diretor da cidade de Santana do Livramento/RS

Abstract

This article proposes an analysis of popular participation in the Development of the Law of the Master Plan of the municipality of Santana do Livramento. The methodology used for the routing of activities related to the preparation and revision of the Master Plan, the City Statute, opinions among the participants of the process, constitute the material for the execution of this work. The approach vai the preparation of the Plan in 2006 and the context in which he gave as social mobilization, to the review conducted in 2011, with the approval of supplemental law that gave new wording to the Plan. The Ministry of Cities Guide, a publication that guides municipalities in the preparation of Master Plans, was used to analyze the phases of development and revision of the Master Plan. The conclusion reached is that there was less participation of individuals and entities in the revision phase of the Plan, other than the preparation of the Plan, where popular participation achieved a mobilization asset, which makes us see, through the study, that participation occurs in greater numbers when citizens find ways and means to enable them to its frequency.
