As cooperativas dos assentamentos de reforma agrária e o programa de agroindustrialização “Terra Forte”: desafios para sua consolidação

Abstract

Agro-industrialization in the family and peasant agriculture is an important source of employment and income through adding value to products produced, creating jobs for women and youth, contributing to the economic and social reproduction of rural families. Cooperatives of rural settlements have guided the Brazilian State to finance agribusiness enterprises. Currently has the Program "Terra Forte", consisting of various public entities from organizational committees to financing agribusiness enterprises. This paper conducts research and analysis of the following details of the program: a) Program construction processes; b) Operation and Governance; c) Challenges for its consolidation as regards the strengthening of cooperatives of agrarian reform settlements. Data obtained show that to consolidate the Earth Strong Program as agro-industries viable strategy in rural settlements, and collective organizations must overcome its structural problems of management, planning and collective work. As well as its Program Terra Forte must overcome still present limitations in their operation while recent public policy, such as delays in proceedings of the Program rules that are hampering the development of the projects and their little runtime.
