Sistema de avaliação da educação básica: limites e possibilidades na gestão democrática

Considering the growing valorization of the evaluations of the basic education,
it is necessary to contemplate in which way the democratic management in the
education can be indeed democratic, when it uses as instrument a qualifying
evaluation. What are the limits, and what are the possibilities of creation of a national
system of evaluation of the education that the constitutional principle of the
democratic management is in keeping with the education? In this work, it is looked
for to follow a way of reflections concerning the conceptions of the democratic
management in education, presented by several authors, in their relationships with
the quality of education, for then to analyze in which forms they are related to the
System of Evaluation of the Basic Education. For that, it was built a brief historical
picture of the creation and development of the national programs of evaluation of
education, for subsequent articulation with the concepts already outstanding, in
agreement with the social, political and economical contexts in that they insert. It is
tried to emphasize, in this monographic work, that the evaluation, while middle of a
democratic management, should privilege the educational processes, instead of the
results that serve as instrument that takes to the reflection on the practice, in a
dialectical process, besides allowing that the process of reflection can be shared so
that, the practice can be, more and more, democratic and returned to the social interests.
