Resumen
Since its inception, the Unified Health System (SUS) undergoes transformations that have gradually allowed the insertion of outsourcing and privatization processes, which affect Brazilian public policy. The present study aimed to understand this insertion under the prism of two categories: "Decentralization and Family Health Program" and "Labor Bonds". From the search of indexed and non-indexed databases, 145 studies were found. Twenty were selected to compose the mentioned categories. The main findings are the decentralization of SUS management and the flexibilization of labor relations as nodal points for the insertion of privatization processes and third sector organizations, which have weakened principles and guidelines such as longitudinality; integrality; autonomy; universality; and social control. It is concluded that the public health management needs to be attentive to the logics that contextualize the decisions in this scope, guiding its action through ethics and commitment to the SUS's ideas.
