Ampliação da obrigatoriedade da educação infantil: a produção de discursos no GT07 da ANPED

This study aims to analyze how the enlargement of the compulsory of childhood education is produced by discourses that constitute the Anped GT07’ works. This enlargement, approved by Law 12,769 of April 4, 2013 became mandatory effectively from 2016 in the Brazilian Schools. With theoretical and methodological inspiration in the Foucaultian studies, this study seeks to look with suspicion for the discursivities of the scientific productions of Working Group Education of Children from 0 to 6 years (GT07) of the Postgraduate and Research Association - ANPED from the articulation with the legal documents, undertaking an analysis on the conditions of possibility that contributed to instate the compulsory of this enlargment. For this study, I extracted from the GT07 14 articles that direct their discussions to the process of managing the policies of Early Childhood Education. From these, a group of articles only describes the process of constitution of these policies, little contrasting the intentionality and effect, indicating the success of the legal discourses in the production of the assumption of this policy as a good and necessary truth by itself. In addition, I was able to perceive how the GT07 discourses were constituted as a mechanism of production of governance of early childhood and pedagogical action, placing the subject of Childhood Education as the central target of their actions, making it possible to understand the enlargement of compulsory in Childhood Education as a biopolitical governmentality strategy in search of security.
