dc.description.abstractLiability of a Law is very important in society. The law does not solve a problem is a problem. The Law is intended to be great solution to a problem identified with the political and social relations produced by the community. There is no way to justify the production of a social law, if it does not generate a positive effect with the environment it wants to intervene. This study aims to show that not a perfect legal system for the quantification of its laws, but the thinning of their qualifications and elaborate process. In the process of drafting laws for high-profile, public hearings and public participation are mandatory. Failure to include the participation of the public when the legislative process of lawmaking, means the necrosis of social law.
