The documents are public property, both in the cultural and administrative sense, being the duty of the public power to watch over this patrimony, facilitating access to them, in order to guarantee the right to information, determined in the constitution of the federative republic and regulated in the Law on Access to information n° 12.527/2011. In a culture where there is access, information belongs to the citizen and it is up to the state to promote it in order to meet the aspirations of society and as a consequence, the citizen can request the public information without need of justification. The documents produced within the administration reflect their functions. Record the decisions and policies adopted and therefore must be treated and
preserved in order to guarantee authentic, reliable, accessible and preservable documents, which can only be achieved through the implementation of the document management programo Archival information must be managed from its production to its final destination, thus facilitating the access to information, enabling the exercise of rights and preservation of documentation, in order to safeguard cultural patrimony. Cultural patrimony, which includes documentary heritage, and the right to memory are terms that are completed and related to the exercise of citizenship.
