| dc.description.abstract | The 1988 Federal Constitution offers us a new way of looking at reality and quantify the
disparity, social inequality, under Social Security, based on the inclusion of "visible and
invisible". Depending on this, the National Social policy - HIS 2004, comes with a new
conception of understanding the social care field, thus instituting the welfare state: Social
Security, Health and Welfare, both aimed at ensuring basic rights for survival the human
being. We know the reality of this subject at risk and social vulnerability in most cases is
complex, and leads us to reflect on the different variables and different social exclusion,
child, teenager, the adult subject, homeless. Anyway, this complexity allows us to reflect the
violation of human rights. In this sense, a study from the Centre by the method Cartographic Service Assistance for High Complexity Adult Santa Maria - RS. However, it seems fundamental analysis / reflection on the possibilities of coping with the aggravating factors and the human and social development, ie, certain events of natural or social life of the subject at risk and social vulnerability exposed in degrading situations socially. | |
