dc.description.abstractIn the context of public administration, new values should be inserted in the Brazilian management ambience in order to effectuate the adoption of the new paradigms in public management. Even with the numerous changes that have occurred in the culture of organizations, or the search for that change, many aspects of the bureaucratic management still linger in the actions developed in these environments. Thus, this work presents a study of public management models used in Brazil aiming at a theoretical study which compares the bureaucratic and administrative models of public management, oriented towards answering the following question: What must change in the management environments to get the management models become effective? To answer the proposed question, bibliographic studies were realized in which we intended, at first, to know the existing literature on the subjects of public management models, attempts to reform the State, and the reality of Brazilian public management. The study indicates the quest for transformation of a State, from a bureaucratic model to a management model, the Brazilian reality considered, is a process with beginning but no ending, because it requires constant review and rethinking in order to improve public management. This can only happen through qualification of the public service and the insertion, in the management ambience, of new organizational tools, such as the Balanced Scorecard.
