Abstract
light of formal guarantees arising from the democratization of the state and the struggles of
civil society organizations as well, to understand the historical process of school management
education in Brazil, making some inquiries and some observations through a qualitative
approach to democratic governance in the public schools in the municipality of Camargo,
emphasizing the role of the public manager in the process of building a democratic public
school quality. Understanding the process of knowledge construction and the citizenship of
their subjects, as agents capable of boosting the transformations require school building and
the consolidation of democratic school management tools, while tools oxygenation relations
established between school and the community, able to bring theory and practice in the
democratization and the fulfillment of the social function of the school process, with the
clarity that these tools alone will not ensure democratic management, one should appreciate
other areas of participation already consolidated, considering the reality in which the school is located.
