Resumen
The research brings as a theme the democratic management in the school, starting from the
principles that were studied during the course of Post-Graduation in Educational Management.
The text discusses participatory democratic management based on authors and a qualitative
research in a school in the rural area of the municipality of São Lourenço do Sul, seeking
information on the management and participation in this school. The bibliographical research
brings subsidies that provide reflections on the practice of democratic management. As a
research problem we have: what actions and challenges are found for democratic
management to be effective and plural in a primary school within the municipality of São
Lourenço do Sul, in the years 2017 and 2018? It is also intended to identify the actions that
are developed in the school so that democratic management occurs; and more specifically,
verify if the school community participates in the construction of the Pedagogical Project of the
shool; identify if the school community is aware of what democratic management is; to point
out the mechanisms of participation used by the school for democratic management to take
place; identify the challenges faced by the school for the implementation of democratic
management; and to verify what actions developed by the school that contribute to the
implementation of democratic management. The democratic management of the public school
came into force along with the Federal Constitution in 1988, when it is guaranteed by law.
Although it is a constitutional right, there are many difficulties for it to take effect. The
democratic and participatory management starts from a search for autonomy, where it brings
decision power in relation to its objectives and its form of organization. Thus, it is not enough
to have a Parent- Teacher Council and a Student Guild if we do not give voice to these
groups. This participation seeks to integrate the school and the school community, so that it is
possible for the school community to know and evaluate the services offered by the school and
intervene and participate in an organized way. The school offers the mechanisms of
participation and brings the role of the manager as fundamental for the democratization of
education.
