dc.description.abstractThis paper describes a management model for public school designed to guide schools on how to make use of the criteria of excellence in quality management so as to ensure the achievement of educational goals and strategic improvement of the teaching-learning products and services benefit of the citizen-user and society in general. Through the model advocated here, this study seeks to substantiate a quality school management in a democratic environment, such as a flexible and non-prescriptive assessment and diagnosis to management, incorporating techniques most innovative and successful management organizations, strengthening management knowledge and facilitating the understanding of related content, and play logically, driving themes essential to improving education management. The methodological procedures were based on several evaluation systems of quality management, particularly the National Award for Public Management at the Ministry of Planning, Budget and Management - GESPÚBLICA because it is what most resembles the objective of the work, all geared to the purpose of strengthen and empower schools for the future, providing an annual management tool that allows you to diagnose the stage of development management and planning actions aimed at continuous improvement. This assessment tool enables any type of school, no matter their size, line of business, or even the status of their management, assess your management system and its performance. The theoretical from the National Plan of Education, through the theme writers established quality management as Professor Vicente Falconi and Edson Pacheco Paladini and others in a direct interaction with the ideology of a democratic school management, rooted in the works of José Carlos Libâneo and Heloisa Lück. All grounded in the National Public Management and Debureaucratization - GESPÚBLICA and its Instrument for Assessing Public Management (IAGP).
